I have now had surgery on both feet, right one in 2007 and left on spring 2016. I tried everything prior to 2007 surgery and the best relief was going to a sports physical therapist for 3 treatments per week, heavy stretching of entire leg and foot along with a mechanical massage device along the plantar. This worked great but as soon as stopped going it would come back. Did the release surgery and all has been great since. I hurt the other foot running barefoot on beach, dumb. I skipped all of the in-between and did the surgery, am at the 9 week and it is feeling so much better, going on short hikes and riding bike again.
